Applied Land Governance

Strengthened capacity amongst public institutions to increase trust for public services and secure land rights, in particular for women och vulnerable people.

Background

Secured land ownership rights are key elements for sustainable development. The control of land and its use is a major task for governments and legal systems. An impartial public sector is a prerequisite for effective land governance and sustainable land use.
This ITP will support and encourage land administration authorities to improve service deliveries in these areas. Each participant of the ITP will be mandated to deliver a particular change project derived from the local context. Before implementing the project, it is necessary to establish its intention and scope within each participant’s organisation to ensure full support and commitment during the whole programme period.

The overall intention with the programme is to facilitate sustainable results after the completion of the change projects.

The programme is about organisational integrity, improved cooperation and awareness of the role as public servants with regard to land management. Essential aspects of land matters that will permeate and streamline the entire programme are:
• Gender
• Human rights
• Corruption prevention
• Sustainability
The programme strives for concrete and effective results through change projects towards attaining organisational and institutional change as well as enhanced knowledge and skills.

Learning Objectives

Content and Structure

The overall structure for the programme is based on three cornerstones to implement change projects. These cornerstones refer to expected outcomes of the programme (efficient policies, management, procedures and co-operation contributing to public trust among citizens and good governance of land).
The driving force behind programme participation is the ambition and willingness among participants and their organisations to carry out change projects identified and agreed upon in the local context contributing to the overall programme objectives.
The overall direction of content and expectations of each change project needs to be defined prior to the start of phase 1.
During phase 1 the change projects and work approach will be elaborated among the participants and their organisations. During the entire programme period the achieved results will be measured and compared with expectations to indicate the status of the change projects.
A regional advisor is in the region to facilitate the implementation of the change projects. Furthermore, experienced mentors from Lantmäteriet will support the participants to carry out their change projects.

The duration of one course within this programme is approximately 8 months of which 4 weeks are scheduled ssessions. In order to improve each programme and enhance implementation continuity of the respective change projects, lessons learned from one course serve as input to further improve the next.

Phase 1 – Three weeks in Sweden
The training will focus on the ITP goals and the selection of a suitable change project per country within the course subject. This includes lectures, presentations, group discussions, study visits, social activities, teambuilding, exercises on countryspecific challenges and ultimately, the finalization and presentation of a roadmap per country related to what, when and how to change within given time frames. All participants are expected to share their own expertise and experience with fellow participants and lecturers.

Phase 2 – Intermediate period
This phase relates to the implementation of intentions stated in the road map from the former phase. The participants are expected to work as a team, but contribute to the result with their individual knowledge, experience and network. The country teams will be supported by a dedicated mentor from Lantmäteriet, their focal point and country teams from the earlier courses.

Phase 3 – Regional Phase
At the conclusion of the course, all participants will convene again to present achieved results and share challenges and experiences. This meeting will last for a week and will be located in one of the participating countries. Thereafter, the results will be spread among relevant land actors and the recruitment process starts for the next course within this programme.

Methodology

The Scheduled training includes lectures, workshops, study visits and discussions. Throughout the entire programme, communication with mentors will be done utilizing relevant media and tools. Acitve participation will be encouraged during all stages of the programme. All training will be in English.

The programme is organized by Lantmäteriet in cooperation with relevant international expertise.

Targeted Audience

The programme has a regional approach to promote land governance collaboration between countries in eastern Africa. The following countries are invited to nominate candidates:
Kenya, Rwanda, Tanzania, Uganda and Zambia.
The total number of participants is limited to 25 per course (5 participants per country).

The programme aim to select a mix of applicants representing both central and regional governance, municipalities, civil society (local administration) as well as private sector and university/research institutes.
It is particularly important that all participants have a strong interest in gender issues and take on a human rights based approach (especially with regard to women’s access to and control of land, and harmonisation between customary and statutory land tenure systems). Each country team will have an equal number of women and men among the candidates. 

All applicants should fulfil the following criteria:
• Have an interest in institutional development and are involved in the land administration process on national, regional or local level.
• Have a leading or senior position in their organisation.
• Have a university degree in relevant fields or similar knowledge acquired in another way.

Application Process

Fill in the application with required signatures and photos inserted. The application should also be submitted by e-mail to the programme organiser at internationalservices@lm.se. Applicants experiencing difficulties with the online application should submit the paper application to the Swedish Embassy in your country. Only candidates applying in accordance with national rules will be considered. Applications submitted after the closing date and incomplete applications will not be considered

OTHER REQUIREMENTS
Participants accepted to the programme will be obliged to participate in all phases. Substitutes will not be accepted for any phase. As computers and e-mail will be used continuously in the programme, each participant needs access to a computer with Microsoft Office programmes (Word, Excel, PowerPoint). Basic computer skills and a valid e-mail address will be necessary. Family members are not allowed to accompany participants to the scheduled training exercises.

COSTS
International travel to Sweden and the regional seminar, board and lodgings, programme fees and literature are covered by Sida. The participants’ organisations will be required to cover costs for personal expenses, salaries for the participants during the scheduled exercises and work with change projects, domestic travel, visa fees, local airport taxes and departure fees.

VISA
Participants are responsible to obtain all necessary visas and requirements on passport validity. As soon as possible after admission to the programme, inquiries should be directed to the respective Embassy/Consulate of Sweden or other Schengen representation entities. ACCOMMODATION
All participants will be accommodated at the same hotel in single rooms with private bathrooms.

INSURANCE
Participants are covered by a group insurance for emergency medical care in case of acute illness or accident during the stay in Sweden and during the Regional phase. Medical and dental checkups are not included. Participants are not covered during the Regional phase, if it is held in his/her home country.
